How can I level tiles have to match new vinyl flooring?

We raised the floor of old tiles in our hall bathroom. It has cracked due to movement on the ground floor (width clumsy two sheets of layers with combination of both, where the broken tiles). I intend to put vinyl floor tiles replaced to prevent further cracking. Remove boxes on the left has an uneven level of hard cement below, I can use leveling compound, even at this or is my only option to get back on board on top before placing the vinyl flooring? Thank you in advance!
