Problem: Putting a bamboo laminate floor over concrete?

I want to coat the cement slab with Red Guard waterproofing &#038; crack compound to 93 mills.   After it dries, I will roughen it up so I can glue the bamboo wood laminate to it.  Does this solution make sense?
